Youth Compass project is dedicated to youngsters in vulnerable groups, particularly young Roma people in the Partner countries.

When we draft the project we took into account, the following:

• Competence Balance according to the French model is very well accepted, generally, by Roma people;
• more than 50 per cent of the participating Roma could be mediated into the labour market or education;
• in Greece, Hungary and Romania Competence Balance will be implemented only at the local level and for young people;
• the local stakeholders have to be well informed or sensitised;
• the motivation of young Roma to participate and to attend  until the end was a challenge in the previous projects,  in Competence Balance
• young people did not really see the final benefit of Competence Balance, because of resignations, former disappointments, mistrust in measures of the authorities etc;
• until now, mainly material or financial stimuli were used that are partly not effective and do not product the expected outcomes.

The most important objective of the project is the following:

– to put at the disposal of labor offices and of the NGOs a model of professional evaluation of the work experiences of young people in vulnerable groups according  Competence Balance French Model, in the Partner countries; the Competence Balance is a model of assessment of the formal but particularly of the non-formal and informal abilities and skills of people without education or with a precare education and without a formal professional background.

Here are, the learning, teaching and training events in our project

Pilot Training
– introducing the Competence Balance procedures, according to the French model, to the staff of the Partners;
– introducing available labour market instruments to the participants;
– training of the participants for become Competence Councillors within the Competence Balance Centres which will be set up in the Partner countries.

The target – group of the project include Roma and non-Roma young people, such as: 

– labour offices staff, NGOs staff, career guides, labour consultants;
– job mediators;
– young Roma and non-Roma people.

The main intellectual outputs developed within the project are:

Model guidelines for the implementation of Competence Balance according to the French model at local level – HEEDA and the local Partners:
• Elaboration of guidelines fitting both the national labour market instruments and the National Roma Integration Strategy;
• Model implementation of Competence Balances in the local labour offices (test phase);

Handbook for labour market actors “Competence Balance according to the French model” – responsible: FECBOP (France) and JugendStil (Germany)
• Explanation of the methods and procedures of Competence Balance
• Compilation of selected tests, group and individual exercises
• Model of Competence Portfolio, Synthesis Paper and Action Plan
